ICE Regulations 2004

The Information and Consultation of Employees Regulations apply to employers with 50 or more staff. Employees can request an Information and Consultation Agreement; the threshold is 2 percent of the workforce (minimum 15, maximum 2,500). ACAS Code of Practice

Does the UK have a German-style works council?
No. The closest UK equivalent is the Information and Consultation of Employees Regulations 2004 (ICE), which gives consultation rights, not co-determination. Employers with 50+ staff can be required to set up an Information and Consultation Agreement (ICA) if 2 percent of staff (minimum 15, maximum 2,500) request it.
